Do the Norwegian characters normally show up correctly in Evolution (i.e. if you entered a contact manually)? If so this is likely a character handling problem on our part. I'll see if I can reproduce.
We don't have "official" 0.80 debian packages yet, but some people are getting packaging them - e.g. http://www.chinabhz.uaivip.com.br/binary/.
