No, the Evolution plugin does not just read the file on disk. There is an Evolution API that supports sync operations, so we use that because maintaining sync with a flat file is difficult. The only thing we have that talks directly to iCal/vCard data is the backup plugin, but it doesn't really do a sync. There have been requests for Mozilla/Thunderbird plugin support, but we don't have anything specific planned right now.
