As far as I remember from a discussion on the Opie mailing list,
the old (= Opie 1.1.3 and corresponding Qtopia) version of the datebook
were messed up with regards to timezone handling: events were stored
with local time in the files, so changing the iPAQs timezone moved
all-day events from one day to the next.

I think this will change, so the assumption that all times stamps
in the XML files are in UTC will be correct soon.
