And the login has debugger rights. But I found out the solution. It is the problem with the SP4 installed with windows 2000. Microsoft has talked about the debugging problem if SP4 is installed on your machine. Just one more user entry for ASPNET has to be made in the local policiec-->User Rights Assign.
