although this blatantly at  an initial glance tells you that the dll most probably on 
Windows 2003 is disabled, and I am sure you ave checked to ensure that it not the case 
it seems it might be a problem with the server component. Can you you try having 
accessing the component on the machine itself using your application ? does it work ? 
have you checked for permissions ?   HTH   Manasvin   PS. if by chance you have 
resolved the issue pls be kind enough to post the solution that helped you resolve it
