Hi,
In case your exchange server is configured to use domain accounts as the mail accounts 
you would need to do the following:
1. Using ADSI create the appropriate user accounts and set their passwords
2. And then Enable mail for these accounts in the user properties.

Assuming you are using Exchange 2000, the following article should be of help. I 
understand it also has code samples.
