Are you able to get the "Item" that is indicated by "e.Item.ItemIndex", i.e., does the
DataGrid.Items[e.Item.ItemIndex] or e.ItemIndex evaluate to an object or null? Also,
try using teh DataGrid.ItemCreated() event handler instead of DataGrid.ItemBound(). If
both have similar problems then, you may have to use DataGrid.Items[e.Item.ItemIndex -
1] to get the previous item (row).
Another way would be to populate the drop-downs AFTER the datagrid has been bound to
the datasource. In this case simply iterate through the datagrid -

DropDownList objDDL;

for(i = 0; i < dataGrid.Items.Count; i++)
{
    objDDL = (DropDownList) dataGrid.Items[i].FindControl("cboCountry");
    //Manipulate objDDL...
}
