This is basically a SMTP configuration issue, since the machine from which you are trying to send mails is not able to relay the message forward. I had faced similar problems, and the best thing to do is contact the server administrator. He/she will look into the SMTP logs to find out where exactly the problem is. As for the "SendUsing" error, that is because the server from which you are trying to send mails is unable to locate a valid SMTP server. Usually, when the SmtpServer property is not set, the server tries to send mail using it's own SMTP server. If it cannot find one, then it will look for another SMTP server using which to send the mail.
