So whenever a new installation starts, it tries to update the Windows Installer. Once Windows Installer service is update to 2.0, then the MSI will actually install the .NET application. Hope this helps to clear your doubts. Round 1: Windows Installer updated to 2.0 Round 2: .NET application is installled. Let me know if after updating the Windows Installer service, you still face the issue. Then the problem may be something else which needs to be investigated.
