With a proper architecture, all the components of the software are broken into one of the 3 tiers - User Interface tier, business tier and database tier. Any compononent usually has its own class in a tier. Hence a validation policy in UI will have a separate class, and a validation policy in business tier will have a separate class. Hope this helps.
