By nature Drop downs are always single select and list boxes are multi select.  
 What you can do is create a custom / user control with the combination of  a 
TextBox + a button with down arrow and + a list box. the arrangement can be 
done in away that it looks like dropdown in normal conditions and  you can 
show/ hide list box on clcik of button. The multi selection done in listbox can 
be shown as comma seprated in textbox.   hope this helps Vivek
