They are similar in nature to CSS files, but while CSS is applied to HTML elements and is processed by the client, the formatting in skin files is applied to ASP.NET server controls and is processed by the server. One of the nice things about skin files is that the way you set the formatting is exactly the same as you would do it if you were doing it on the actual control. That means there's no new syntax to learn and if you have an existing control that you've already applied formatting to, you can easily just copy and paste the formatting into your skin file.
