Does anybody have any idea how one can host an HTTP/FTP Server on a private IP.

Moreover, if the ISP blocks all ports and still provide a Public IP, then it's 
generally not possible to host a website on this IP but is there any way we can 
have a public IP from any Third Party IP Provider?

I mean to say ...

Suppose my PC has an IP like 202.88.70.64.
It's a Public IP but if somebody pings it from the outside network then they 
wont be able to coz the ports are blocked from the ISP. But if we can have a 
Virtual IP like softwares such Hamachi provides a Virtual IP which can be 
reached from the outside network then the problem will be solved but yeah the 
person who will try to ping the Virtual IP provided by this Hamachi should also 
have Hamachi running at their end. But is it anyway possible, we can get a 
Virtual Public IP which can be provided by any Third Party service provider and 
that can be pinged and a website or an FTP server can be hosted?
