The ETSI SCP specification TS 102 221 is an implementable version
of the ISO series.  It is available for free at http://docbox.etsi.org/SCP/SCP/specs/
An SCP work item is in the process of being defined to build
a conformance suite for this specification.  Drop me an e-mail if you'd

        7816 part 4 compliance doesn't require that the card implements all the
        command APDUs. I haven't checked those higher numbered parts that define
        APDUs, but suspect that the rule is the same.
        
        Many of the APDUs are in any case only implemented in applications - what
        you need to know is if the card platform will provide the support that you
        need, and also whether the card platform has the necessary security
        certification for your application and scheme owners. The commercial card
        platform suppliers will provide this information, but usually only under NDA
        (unless you purchase a Multos platform, or an EMV certified platform - and
        before too long there should be Global Platform certification procedures).
        
        And I do not know any test lab that will issue certificates showing that the
        card conforms to 7816. EMV or ETSI GSM compliance certificates you can get
        (you have to get them if you want to sell into those markets).
