I may be wrong but I don't think you can use the CFlexAccess32Loader
program as it is a loader written specifically for the CyberflexAccess32
cards and not a generic JavaCard loader.

I *think* you may need GemXpresso RADIII kit to load the applet. That's
how I've done it in the past.
