Why this appeared on 2nd November when it is dated 23rd September, I can't
understand. From the header, it seems to have been held by
bubbleator.drizzle.com for a long time.

Your card is a memory card, but it does not use the communications protocol
defined in ISO/IEC 7816 part 10. The Philips I2C protocol (including the
electrical and timing parameters) is, as you say, a Philips product. A
search on the web should find information about it. You may also need a copy
of 7816-10 to help you (or 7816 part 3 in the old 1989 edition).
