FWIW: I had a musclecard applet loaded with the classloader on a cyberflex 32 K both on a Gemplus 430 USB and the 410 SLB.

Cyberflex 16K is not fully compliant with javacard 2.whatever, mostly
because it came out before the spec did. So even if you could load the
applet, it wouldn't work. Someone could write a Musclecard applet for the
16K but I don't think it's been done yet.
As for using a Gemplus reader with a Cyberflex 16K, wasn't there some
incompatibility that prevented this from working? Schlumberger tends to be
fast & loose with timing and atr, but Gemplus tends to be pretty strict.
