It is difficult to say what the problem is. pcscd will IFDPowerDown and close the devices when it gets a sleep event. It then wakes, opens the port and powers up the reader again. Since previous versions of pcscd on OS X did not support sleep/wake it could be that was untested when the driver was originally created. The behavior should work because there are other drivers / readers that behave correctly. I imagine this would be a simple fix from Omnikey ....

That was a known bug with pcsc-lite-1.1.1 on Mac OS X.  Your CardMand
2020 driver should work on 10.3.1 though there is a little fix to do
it.  The bundle directory was moved from:

/usr/local/pcsc/drivers

to

/usr/libexec/SmartCardServices/drivers


If you move the cm2020.bundle from the first to the second I think you
will see it working again ...
