[Muscle] Questions from a newbie...

I just got the smartcard key access to our NOC dumped on to me at work.  
I am very new to smartcards but I am trying to get up to speed quickly.  
Our NOC is locked using smartcards and a keypad for the idividual's 
password (I am trying to find out what system/manufacturer is being 
used).  This security system is too much for our needs, we inherited it 
from a much more secure operation.  Perople, need to go in and out of 
the NOC all day but sometimes they piggyback on others because they 
either forgot their card at their desk/home, or b just don't want to 
take the time to enter correctly.  Also, I have been tasked with the 
need for better auditing of the people's actions, basically we have 
smart cards already implemented so we want to use them more if we can 
(this is still being worked out)...

So my questions are:

1.) How do I find out the manufacturer/card os/general information from 
the card itself?  I assume that this is the place that I would start 
since it is at the heart of the system.  I am currently working on 
finding out more info about the system that operates the door and tracks 
access through the door but that is just a database and application, 
should be straight forward.  The only thing I know for sure is that the 
card is iso7816-4(?); I have the info on this ISO spec and I am reading 
it today.

2.) Is their a way to backup/restore all the data on a smartcard?  This 
would allow me to have a database of smartcards with a reader writer and 
would take care of people forgeting their cards.  I could issue a 
temporary card on the spot.

3.) Are card os emulators available? I want to backup all of the data 
from a card and get it into an emulator so I can add features and 
functionality to the card.  Ideally I would like a software emulator 
that runs in Linux (Windows is ok if I have to...).  But, also, it would 
be cool to have a hardware emulator that I could could load/test/debug 
the code that I put on the card over the network and test with the 
actual card readers (i.e. the door).

I am sure all these are really basic questions, any help would be 
GREATLY appreciated...
