I realized that in windows, padding happens with 0xff automatically in case
PIN falls short of 8 characters. This worked for me.
And for me too, thanks for this hint. The cards response is 0x9000 which means pin has been verified successfully. Maybe it was a trivial problem and padding with 0xFF is the natural way to do this. But it is strange, that there is no detailed description in the "Programmer`s Guide" or somewhere else.
