Hmm. muscleTool has:
MSCUChar8 userPIN[25];
and CardEdge.java has
private static final byte pinMaxSize = 16;
But you are right. 8 is not the limit.
I assume that muscleTool allows PINS larger than 16, but when trying to use them on
the card, an error occurs.
