[Muscle] How do I build the CFlexPlugin in Windows?

Hi, I have a question for you guys, as the CFlexPlugin is missing from 
the MuscleFrameWork 1.1.5 for Windows. How do I make it from the 
MuscleFrameWork source of 1.1.5.
Need help fast!
And why isn't it included in the package anymore?
