The compiled TC is only used once, during formatting. Upon completing such "personalization", this TC is actually overwritten (aznd repuposed), to become a normal pin (versus the TC). To use the TC to authorize personalization of the initialized applet, (a) applet must have a TC compiled in, (b) one must cite the TC in the format command, and (c) the format command must not have previously completed. Completing (a)-(c) moves the card to formatted/personalized state, and removes the opportunity to do urther formatting, or TC presentation.

I actually did compile the applet already, so I can easily change the
default transport code and load the applet again, but it just occurred
to me, there is a PIN change mechanism in the muscle applet already,
right?  I should just call that.  Silly me for not thinking of it
earlier.
