No, 10373 is a test standard that specifies methods for testing conformance to other standards. 7810 specifies physical characteristics, and 7816 and 14443 refer back to 7810. 7810 now includes ID-1, ID-2, ID-3 and the original small SIM card ID-000.

Table B-1 from FIPS 201 states the following requirements:

PIV ICC:
        ISO/IEC 7816
        ISO/IEC 10373 (Parts 1 and 3)
        ISO/IEC 14443 (Parts 1-4)
        ISO/IEC 10373 (Part 6)

I don't have the exact documents, but I thought 10373
