Yes, pcscd are user space drivers (for the most part). Some drivers are actually kernel modules which are accessed through the user space pcscd driver ...
For example, some of the pcmcia drivers work this way. Serial and USB readers typically sit completely in user space and rely on libusb or termios libraries ...
