I fixed it. At my Debian system there was the libchipcard daemon running. I stopped this service and started pcscd again and now it works. This misbehavior is not documented for libchipcard and pcscd together.

It is possible to correct the configuration file /etc/libchipcards.conf and now it works for my REINER SCT cyberjack and my Kobil Kaan Pro reader. The reader name must be exactly like pcscd -f outputs it including the 00 00. Now it both works together.
