I fixed it. At my Debian system there was the libchipcard daemon
running. I stopped this service and started pcscd again and now it
works. This misbehavior is not documented for libchipcard and pcscd
together.
But libchipcard wants to have exclusive access to the reader. So it is
best to stop this service ...

It is possible to correct the configuration file /etc/libchipcards.conf
and now it works for my REINER SCT cyberjack and my Kobil Kaan Pro
reader. The reader name must be exactly like pcscd -f outputs it
including the 00 00. Now it both works together.
