You will need to use the CCID driver with pcscd.

Note that you should not put any thing in reader.conf, the CCID driver should
find the reader on the USB bus.
As for complete install instructions, IIRC follow the install instructions in
the packages for each of the following packages in the following order:
pcsc-lite
libusb
ccid
Assuming that the each of the above has not already been installed.
You may need to flash the firmware on the SCR331 if it does not work.
