It is correct, as I referenced OpenSC project, the home page is indeed

And in this part of the question I really meant to say, since a
microprocessor based
smart card understands different commands inorder to perform different tasks
and very likely they are vendor specific, but as I understand, if a
vendor/manufacturer
claims that their card is PKCS#15 complaint, I assume that means that the
card now
claims to understand atleast a certain set of standardized commands.
So inorder to communicate or perform any actions on the card, user
application
need to generate commands that the card can understand. So either it has
to be PKCS#15 specific commands or some non-standard commands. For that
matter, different vendors advertise that they also ship platform specific
smart-card library that can generate commands which their specific smart
card
can understand. Where as for a PKCS#15 card, I should be able to use any
library capable of generating PKCS#15 commands.
Al that said, I also say that this is only what reflect my initial
understanding,
and I wanted to confirm, if my understnading is correct.
