question. If It is a question the response is yes;

yes, with a single gate buffer with open drain output 
to allow the bidirectional
communication between tda8003 and ixp uart. 
This circuit is needed because
the tda controller has only one i/o pin 
(sim i/o) while ixp uart has two pin (tx and rx).
