I have 10k 16c256 in chip package. Basically, you solder the 5 pins of the chip to a SIM/ID1 extension card, if you want it to work as an async 7816-3 device in a classical reader.

16C series differ only variants of # auth keys, #of regions, and #size of memory regions. To use the cryptomemory features, your 7816-3 driver obviously has to have the atmel algorithms. They are just 4-bit register based one time pads suitable for hardlogic implementation, a style of auth/enc that better suited sync-protocol comms devices from 20 years ago. But, its all quite effective, given the same chip can also work using sync-based I2C signalling -when you use a different reset sequence at poweron.
