The card would be already formatted by a CA. I'm not
completely sure about this, but I guess the card would be
formatted by the P#11 driver (for Windows) provided by
the vendor (guess it comes with Siemens CardOS). Maybe
it's time to learn smth. more about CardOS, I'd appreciate
any useful info (source) about this.

this depends on what is on the card (i.e. in which state is
the card, is the card empty or has it been initialized with
a specific card profile etc.) ?
OpenSC should support your card os (if it's in the state
operational).
