The tool installifd, that comes with pcsc-lite, does not write I/O-Port information into file /etc/reader.conf. Instead it sets the DEVICENAME to /dev/null. I have tested that with pcsc-lite versions 1.2.9beta7 and 1.3.2.
installifd is a very old tool and should not be used anymore. I just removed installifd and formaticc from pcsc-lite in revision 2196. The I/O-Port information you entered is configured in CHANNELID. That was the old way to configure a driver. Read the documentation of your driver to know what to write in /etc/reader.conf.
