Hello Vladimir, you can download all versions from the svn, the old versions are tagged. (i.e. see http://svn.debian.org/wsvn/pcsclite/tags/PCSC/?rev=0&sc=0)
It depends on the taste of the distribution, which version of pcsc-lite is used. In fact you will have to take a look at each distribution you are interested in. Many distributions got 1.3.x but I guess the distribution will soon integrate 1.4. As far as the functionality an version is concerned, just download 1.4.0 and take a look at the ChangeLog.
