Why do you not specify the reader? Where is the problem? The readers
in the system are known.

Here we possibly have an insight into one of the problems of deploying
smart cards in citizen services. In a closed environment such as a
company, the readers should be known, both by type and through a
registration process. Trying to deploy smart cards in on-line citizen
services we come across the problem that the technology is not yet fully
plug and play, so you cannot just go and buy a card reader at a shop and
plug it in at home.
But I must be careful here, because one of the difficulties is sometimes
the fact that conversations in this IT environment are often carried on
in English with people from many countries, and we native English
speakers have to take great care to be sure that we understand what the
non-native English speakers are really trying to tell us.
