normally you wouldn't have to select the certificate, this would be done by seamonkey based on the email-address.
otherwise i think you should try to get help @ mozilla-bugzilla

    normally your certificate sent with the email would contain the
    publickey, so B is able to answer you with an encrypted mail (if your
    certificate allows encryption as usage)
