Usually that's a closed world where everything between card providers
and their customers is covered by NDAs. However i.e. as far as SIM
Alliance exists and there's a high degree of interoperability between
Java implementations of different providers, you could develop applets
using the SIM Alliance interoperability project and a Linux JDK. You
need a copy of that project of course but if you plan to work for a
let's say GSM operator, they could provide it to you.

Prepare to bang your head against a wall many times from now on!
