this doesn't change the security controls applied by GP.
There is another way. you can buy the blank card and install the muscle
applet.

if you mean "not GP compliant card", I'm not sure it's cheaper, there is a
license fee paid to SUN for the JVC VM, but none paid to GP for a Card
Domain implementation.
