Ah, where did you find this information? I've got the GP 2.1.1 specification under my nose (pages 115-116) and the GET STATUS (CLA=80/84, INS=F2) command only retrieves the AID, privileges and app life cycle state.
Ah, OK, this is defined in GP 2.2. Do old cards also report package version in their TLV GP Registry data?
