Hi, 7816-3 has nothing to do with encryption and only specifies T=0 and T=1, ie low level comm with the card.
ISO7816-4 deals with file reading and writing and has nothing to do with encryption, too. pcsclite will allow you to exchange arbitrary APDUs with readers, regardless of the higher protocols or commands. Regards Sebastien
