I had a helluva time convincing them to go from pcsc-lite 1.3.something to 1.6.1. Finally managed it thanks to a bug in ccid and I convinced them that the ccid and pcsc-lite came as a pair ;) At the moment I'm afraid that the easiest (cheapest that is) way is to go with 'pcscd -f &' in the startup, atleast until we upgrade the whole platform to something fancier.
