Okay you're trying to understand your locked SIM. I replied to someone in
your thread on the osmocombb mailing list.

You won't be able to list the sim toolkit applets easily. That would require
knowing the global platform keys for the SIM Issuer Security Domain, that
are probably in a HSM inside some secure server whiteroom.

But, as suggested by Harald Welte, you could spy the dialogue between the
SIM and the phone, that would provide lots of information, and possibly a
solution.
