The card clock if fixed by the reader. Not all the readers have the
same clock. See [1] and [2] for lists sorted by default clock and
maximum clock.

and AFAIK it's quite common with nowadays cards.
(I'm not an hardware expert, so I can only suggest a search around
"clock free-run mode" topic for further details).
