You have a problem with the libpcsc-perl Ubuntu package. I guess it is
not installed.

1. install gdb if not already installed
2. run
$ gdb pcsc_scan
3. wait for the crash
4. do in gdb
(gdb) backtrace
5. send me the result of the previous commend
