I'm not entirely sure what you are
asking...
If you are asking for a way to expose a display labed and a
desription for each property in the property set, then this is a custom solution
outside of the spec..
As for making the value of you elements be localized
strings, we've not attempted anything like that so you'd have to
experiment...
Is it the value of the resource prop you want localized or
just the label and the description? You could have an operation which
given a QName of the resource prop invokes a method in which you lookup a label
and description from a resource bundle I suppose....Again I may not be on the
mark here for what you are looking for...
