OSGi support - run Muse on Eclipse 3.2 OSGi w/ or w/o Axis2

The Muse JAR files must be updated to have manifest files that make them OSGi
bundles. It should be possible to include these manifest files in the build and
have Maven add them to the JARs (instead of its own manifest), but I don't
know this for sure.
Once the JARs are OSGi bundles, we also need an OSGi isolation layer and we may
require OSGi-specific implementation os some core components (resource router
and environment) in order for the resources to be deployed correctly.
