SimpleResourcePropertyCollection sets the default root of rp doc to
wsrp:ResourceProperties element right now.
I am requesting a method on the interface to over ride this default for
implementations that want to use
a different root element. People may want to use a root element thats defined
in the wsdl types of their resource and then write
their query/set code to use that root.
Addiontionally the get/putRPDoc operations will then become more inutitive as
the root of the RP doc will be a type thats declared in
the wsdl of resource instead of a Muse default root.
