publishing regexps to apply after doing other publishing.
(planner-publish-prepare-buffer): Use planner-publish-prepare-regexps.
(planner-publish-finalize-buffer): New function that finalizes Planner
buffers after publishing.
(planner-section-tagnames): Fix ordering error.
