I'm not sure whether anyone actually used this, but now if files will
be published even if they have "o-r" permissions set (that is, no one
except the owner and possibly group are allowed to read them).  To get
back the old behavior, set `muse-project-publish-private-files' to
nil.  If you don't understand what I just wrote, don't worry about it
-- Muse will do the right thing by default.
