I resolved the issue. The problem was that I changed the wsa:Action attribute in my WSDL and services.xml from http://docs.oasis-open.org/wsn/bw-2/NotificationConsumer/NotifyRequest to http://docs.oasis-open.org/wsn/bw-2/NotificationConsumer/Notify, since the produce sets the attribute like that. I now need to know how we can change the wsa:action attribute so that it works.
